Description:

The paper offers a comparison of the models of efficacy articulated in Michel Foucault’s theorizing of Jeremy Bentham’s panopticon and the image of the wheel presented in chapter 11 of the Daodejing 道德經. Specifically, the common feature of the empty middle, and the dynamics of power afforded by the non-being that occupies the singular, central, unmoving space therein, will serve to highlight a shared conception of efficacious governance and oversight.
